Parliaments legal advisor, Andile Tetyana, says National Assembly Speaker Thoko Didiza is urging caution in how Parliament handles the appearance of Brown Mogotsi before the Ad Hoc Committee probing allegation of criminal infiltration, corruption and political interference in the countrys criminal justice system.
Tetyana says the Speaker is citing serious security concerns, adding that Mogotsis allegations of an attempt on his life, as well as against senior police figures, mean his safety cannot be taken lightly, and that Parliament must be seen to act reasonably.
What the Speaker is saying, Chairperson, is that Mr. Mogotsis security concerns should not be taken lightly. You will recall that in November last year there was an attempt on his life, and during the Madlanga Commission he disclosed that he is a crime intelligence agent. In his statement, he implicates senior police generals, and the Speaker is, therefore, saying that Parliament must engage him on his personal security proposals, the nature, size, form, and cost of the security required. The concern is that without clear proof that these engagements took place, Parliament could be seen, should the matter go to court, as a Goliath acting unreasonably against David, says Tetyana.
