The City of Johannesburg Council has passed a recommendation to introduce the position of a Deputy Mayor.
Thirty seven abstained, 87 voted no and 107 voted in favour of the recommendation.
Johannesburg African National Congress ANC Regional Secretary Sasabona Manganye says coalition partners have not yet decided who will fill the position.
