Although Doue did not officiate the match himself, his responsibility for referee appointments has come under scrutiny. The final was officiated by Namibia's Antsino Twanyanyukwa, supported by assistants from Rwanda and Senegal, with Rwanda's Salima Mukansanga overseeing the VAR.
