Commissioner Sesi Baloyi at the Madlanga Commission in Pretoria has raised questions on why suspended Ekurhuleni Metro Police Department EMPD Deputy Police Chief Julius Mkhwanazi used the private security company CAT VIP at the State of the City Address SOCA in 2022.
Mkhwanazi has testified that CAT VIP was appointed to assist the EMPD in dealing with a possible threat.
