South African Police Service SAPS Section Head of Quality Management Rachel Matjeng has detailed what she says is an on and off relationship with alleged criminal cartel kingpin Vusimuzi Cat Matlala.
Matjeng, who is responsible for Criminal Record and Crime Scene Management at the Forensic Services Division, is testifying before the Madlanga Commission of Inquiry in Pretoria
