Retired Ekurhuleni City Manager Dr Imogen Mashazi has testified that an internal audit report cleared the Ekurhuleni Metro Police Departments EMPD Brigadier Julius Mkhwanazi.
This is despite an Independent Police Investigative Directorate IPID report, which recommended that Mkhwanazi, who has been suspended, must be charged and disciplined in connection with the blue lights saga .
Evidence before the Madlanga Commission has revealed that Mkhwanazi unlawfully signed MOUs with Cat VIP to unlawfully fit the blue lights in Matlalas private vehicles.
