Crime Intelligence boss Dumisani Khumalo says that they do not have proof of money exchanged between former police minister Bheki Cele, and alleged cartel member Vusumuzi Cat Matlala.
Khumalo is testifying at Parliaments Ad Hoc Committee investigating criminality in the countrys justice system.
He responded to African National Congress MP Khusela Dikos question about whether Cele received money from Matlala.
