KwaZulu-Natal Police Commissioner Nhlanhla Mkhwanazi says he believes Police Minister Senzo Mchunu, who is on special leave, had an unethical relationship with Brown Mogotsi.
He is testifying for the second day before Parliaments Ad Hoc committee looking into concerns around national security.
It was established to probe allegations of criminal infiltration, corruption, and political interference in the criminal justice system.
