The Independent Communications Authority of South Africa ICASA says implementing equity equivalent investment programmes EEIPs in the ICT sector would require a legislative amendment to the Electronic Communications Act ECA, dealing a blow to Starlinks hopes of launching in South Africa soon.
ICASA said in a statement on Wednesday 13 May that it had communicated this position to Communications and Digital Technologies Minister Solly Malatsi.
This is in response to Malatsis policy direction on Broad-Based Black Economic Empowerment B-BBEE issued in December 2025.
