A US federal appeals court has temporarily blocked Hawaii from enforcing an 11 cruise tax that was scheduled to begin on January 1.
The ruling prevents the state from enforcing the tax while legal challenges proceed. Last month, a district judge allowed the tax to move forward, however Cruise Lines International Association CLIA appealed the decision and the tax was halted.
In September 2025, CLIA sued the state of Hawaii, claiming a new 11 tax on cruise ships violated US Constitution and Federal Law.
