Ghana Extends Public Consultation On Draft Number Registration Regulations

The National Communications Authority NCA of Ghana has announced an extension to the public consultation period for its draft Number Registration Regulations, 2025. The new deadline for submitting views and comments is January 2, 2026, extending the previous deadline of November 14, 2025. This extension aims to provide a wider range of stakeholders with the opportunity to contribute to the proposed legislation before it is finalized.

The draft regulations are designed to repeal and replace the existing Subscriber Identity Module SIM Regulations, 2001 L.I 2006. The new framework seeks to strengthen the legal and institutional requirements for number registration in Ghana. Key objectives include enhancing data governance, ensuring consumer protection, and establishing robust standards for identity verification, authentication, and the lawful processing of subscriber data. Additionally, the regulations aim to promote inclusion and accessibility, particularly for marginalized groups, and to safeguard the integrity of the national numbering resources.

The NCA is inviting submissions from a broad spectrum of stakeholders, including licensed service providers, industry participants, civil society organizations, consumers, and the general public. Respondents are encouraged to submit written comments electronically, specifying the sections of the draft regulations they support or oppose.
