The Eastern Cape Co-operative Governance and Traditional Affairs COGTA Department has acknowledged the complexities of evacuating residents of low-lying areas.
This comes after heavy rainfall caused severe flooding in at least 21 wards in the Nelson Mandela Bay region during the week.
Over 2 500 residents have been displaced.
