- Excellent written and verbal communication

Requirements
- Minimum of 3 years' experience in an HR unit
- Completion of at least 3 PERSAL courses is an inherent requirement
Key Responsibilities & Duties
- Implement and maintain comprehensive HR administration practices
- Oversee HR provisioning including recruitment, selection, transfers, and vetting
- Manage conditions of service: leave administration, pensions, housing allowances, and terminations
- Administer PILIR (Procedure on Incapacity Leave and Ill-health Retirement)
- Coordinate the Performance Management and Development System (PMDS)
- Interpret PERSAL reports to guide decision-making and reporting
- Provide expert advice and guidance to staff on HR policies and practices
- Draft technical HR reports and manage personnel statistics
- Provide secretarial functions for interview panels and coordinate staff absorptions
- Support Sub-district Managers with HR administrative requirements
