Minimum Qualification

LLB Degree (NQF Level 7) and Admission as an Attorney or Advocate of the High Court of South Africa

Experience Required

5 years (Middle/Senior Management) in Legal Services and Public Sector Management

Required Competencies & Skills

  • Expert knowledge of South African Administrative Law and the Constitutional framework
  • Strong litigation management and contract drafting skills
  • Strategic leadership and advanced conflict resolution abilities
  • Proficiency in financial management and public sector reporting
  • Ability to interpret complex legislation and provide high-level advisory services
  • Excellent verbal and written communication skills.

Requirements

  • Minimum of 5 years' experience at a middle or senior managerial level within a legal environment
  • Extensive knowledge of the South African Constitution, PFMA, Public Service Act, and Administrative Law.

Key Responsibilities & Duties

  • Provide strategic leadership and management for the Legal Services Directorate
  • Oversee the provision of sound legal advice and litigation management, liaising with the State Attorney and State Law Advisors
  • Manage the drafting, vetting, and reviewing of complex contracts and service level agreements
  • Ensure departmental compliance with all relevant legislation and monitor court decisions impacting the department
  • Conduct legal audits to minimize potential liability and ensure corrective measures are implemented for legal risks
  • Assist in the drafting and interpretation of proposed legislation and policies
  • Develop and manage the Directorate's operational plan, ensuring quality control and effective allocation of work
  • Manage the budget and human resources within the branch to strengthen the department's legal capacity.

Salary Detail

Remunaration

R1266714 - R1492122 per annum (Level 13), (all-inclusive package). The package includes a basic salary (70% of package), and a flexible portion of 30% that may be structured in terms of applicable rules. Which includes state's contribution to the Government Employees Pension Fund (13% of basic salary). The successful candidate will be required to enter into a performance agreement within three months after assumption of duty.
