Minimum Qualification

Bachelor Degree (NQF Level 7) in the field of Built Environment

Experience Required

5 years (Middle/Senior Management) in oversight of infrastructure programmes

Required Competencies & Skills

  • Expert knowledge of the Infrastructure Delivery Management System (IDMS)
  • In-depth understanding of the PFMA, DORA, and Treasury Regulations
  • Mastery of Construction Industry Development Board (CIDB) Act and procurement standards
  • Strategic leadership and large-scale programme management skills
  • Advanced financial management and budget oversight capabilities
  • Strong proficiency in problem-solving, analysis, and change management
  • High-level communication and stakeholder management skills.

Requirements

  • Minimum of five (5) years of experience at a middle/senior managerial level in the delivery and oversight of infrastructure programmes
  • Professional registration with a relevant Built Environment Professional Council/Board is mandatory.

Key Responsibilities & Duties

  • Manage the total delivery of the Infrastructure Programme, including Capex, minor capital, and maintenance projects
  • Oversee Implementing Agents and interact with Districts and Health Facilities to ensure project alignment
  • Prepare and approve the Infrastructure Programme Management Plan (IPMP) and Construction Procurement Strategy
  • Identify strategic infrastructure objectives and prioritize departmental needs for capital and maintenance works
  • Provide executive oversight of project implementation through site visits and participation in SCM committees
  • Manage the infrastructure budget, reviewing variations, costings, and work orders in compliance with the PFMA
  • Ensure effective commissioning of projects and monitor EPWP (Expanded Public Works Programme) targets
  • Lead the directorate by managing human resources, performance development, and strategic operational planning
  • Develop financial and management reports to track programme performance against strategic goals.
