NQF Level 7 Bachelor's Degree in Built Environment or equivalent qualification

5 years senior/middle management in oversight of Infrastructure programs

• Expertise in the Framework for Infrastructure Delivery and Procurement Management (FIDPM)
• Thought leadership in complex infrastructure application coordination
• In-depth knowledge of GIAMA, PFMA, and the Division of Revenue Act
• Proficiency in project management methodologies and social facilitation
• Strong financial management and infrastructure auditing skills
• Ability to manage under rapidly changing and pressurized circumstances.

• 5 years of experience at a Middle or Senior managerial level
• Proven experience in the delivery and oversight of Infrastructure programs
• Extensive knowledge of the Infrastructure Delivery Management System (IDMS)
• Experience in capital commitments scheduling and infrastructure financial compliance.

• Direct the development and implementation of the Infrastructure Programme Management Plan (IPMP) and Construction Procurement Strategy
• Oversee the Medium-Term Expenditure Framework (MTEF) and annual infrastructure budgets
• Manage capital and maintenance project implementation, including the sign-off of project execution plans and cost variations
• Authorize infrastructure invoices and ensure compliance with the Public Finance Management Act (PFMA)
• Direct the development of provincial maintenance strategies and oversee the maintenance call center
• Coordinate with Implementing Agents and oversee the preparation of Infrastructure Programme Implementation Plans (IPIP)
• Monitor and report on EPWP targets and infrastructure performance grants
• Provide strategic leadership to the directorate, managing human resources, performance agreements, and operational planning.
