Minimum Qualification

Relevant degree or equivalent qualification in Engineering, Built Environment, or Quantity Surveying (NQF Level 7)

Experience Required

Junior Management / Assistant Director (5 years) in a junior management position

Required Competencies & Skills

  • Extensive knowledge of the Infrastructure Delivery Management System (IDMS)
  • In-depth understanding of the Public Finance Management Act (PFMA) and Treasury Regulations
  • Mastery of the Division of Revenue Act (DoRA) and Intergovernmental Relations Framework
  • Financial management and budget monitoring expertise
  • Advanced project management in the built environment
  • High-level analytical and planning skills
  • Strong interpersonal and organizational capabilities
  • Professional report writing and computer literacy
  • Valid driver's license and mobility

Requirements

  • Minimum of five (5) years' experience at junior management or Assistant Director level
  • Experience specifically in the monitoring of infrastructure projects or programmes

Key Responsibilities & Duties

  • Provide strategic support for provincial infrastructure performance management and oversight
  • Monitor and analyze provincial infrastructure financial management and expenditure patterns
  • Offer technical guidance on infrastructure planning and portfolio management to provincial departments
  • Oversee and provide directions for provincial infrastructure projects and delivery programmes
  • Support and facilitate infrastructure capacity-building initiatives within the provincial sphere
  • Ensure strict adherence to the Infrastructure Delivery Management System (IDMS) standards
  • Monitor compliance with the Division of Revenue Act (DoRA) and Intergovernmental Relations Act
  • Coordinate infrastructure reporting and data analysis for provincial treasury oversight
  • Assist in the development of infrastructure delivery improvement plans
  • Manage administrative functions and resource allocation within the sub-directorate

Remunaration

R896436 per annum (Level 11), (an all-inclusive salary package), (This all- inclusive flexible remuneration package consists of a basic salary, the Government's contribution to the Government Employees Pension Fund and a flexible portion, which may be structured in terms of the rules for the structuring of the flexible portion and which may include a 13th cheque, motor car allowance, housing allowance and medical aid assistance).
