Required Competencies & Skills
- In-depth knowledge of immovable asset management and land affairs legislation
- Proficiency in lease agreement administration and municipal billing systems
- Strong conceptual and formulation skills for utility usage guidelines
- Ability to coordinate complex interactions between Districts, Schools, and Public Works
- Knowledge of the Infrastructure Delivery Management System (IDMS)
- Strategic resource management and administrative leadership.
Requirements
- Minimum of 5 years' post-qualification experience in property or asset management
- Proven experience in managing immovable asset registers and land affairs
- Experience in lease management and municipal account validation within a public sector context.
Key Responsibilities & Duties
- Oversee land affairs and maintain the immovable asset register in alignment with NEIMS and Provincial Asset Register requirements
- Manage the acquisition and disposal of land and buildings for educational facilities in coordination with Public Works
- Execute deeds searches to validate land ownership prior to infrastructure planning
- Implement preventative measures against illegal occupation and ensure the maintenance of vacant educational sites
- Coordinate accommodation requirements and manage Section 14 lease contracts, including payment processing and landlord maintenance oversight
- Direct the validation and payment of municipal accounts and investigate excessive utility consumption
- Develop and implement provincial guidelines and monitoring systems for utility usage in schools
- Manage the sub-directorate's human resources, operational planning, and quality control processes.
