Minimum Qualification

Degree or equivalent qualification in Engineering, Built Environment, or Quantity Surveying

Experience Required

Junior Management / Assistant Director (5 years) in a junior management position

  • Comprehensive understanding of the Municipal Finance Management Act (MFMA)
  • Project management within the built environment
  • Expertise in water and sanitation infrastructure projects

  • Analytical thinking and problem-solving
  • Computer literacy and professional report writing
  • Knowledge of Public Service policies and procedures

Requirements

  • Minimum of five (5) years' experience in a junior management or Assistant Director level position
  • Specific experience in the monitoring of infrastructure projects or programmes

Key Responsibilities & Duties

  • Provide technical support and oversight for municipal infrastructure performance management frameworks
  • Monitor and evaluate the financial management and expenditure of municipal infrastructure grants
  • Offer strategic guidance on infrastructure planning and portfolio management to local municipalities
  • Oversee the lifecycle of municipal infrastructure projects with a focus on water and sanitation
  • Implement and monitor capacity-building initiatives to improve municipal infrastructure delivery
  • Ensure compliance with the Infrastructure Delivery Management System (IDMS) standards
  • Review and analyze municipal infrastructure reports to identify performance bottlenecks
  • Maintain intergovernmental relations between provincial treasury and local government spheres
  • Facilitate project-level guidance to ensure alignment with the Municipal Finance Management Act (MFMA)
  • Manage administrative and operational requirements within the sub-directorate

Remunaration

R896436 per annum (Level 11), (an all-inclusive salary package), (This all- inclusive flexible remuneration package consists of a basic salary, the Government's contribution to the Government Employees Pension Fund and a flexible portion, which may be structured in terms of the rules for the structuring of the flexible portion and which may include a 13th cheque, motor car allowance, housing allowance and medical aid assistance).
