- Proven strategic capability and leadership at an executive management level
- Advanced financial analytical skills and public sector governance proficiency
- Sound knowledge of GIAMA (Government Immovable Asset Management Act)
- Mastery of service delivery innovation and change management
- High-level communication and stakeholder management abilities.
Requirements
- Minimum of ten (10) years' relevant experience in financial management and public sector financial administration
- At least five (5) years must be at a Senior Managerial Level
- Extensive experience within a Public Works, Infrastructure, Property Management, or related built-environment portfolio is strongly required.
Key Responsibilities & Duties
- Provide strategic leadership on all departmental financial management matters, ensuring alignment with provincial and national priorities
- Oversee the preparation and implementation of the departmental budget, including MTEF, cash flow projections, and in-year monitoring
- Ensure accurate and timely financial reporting in compliance with GRAP, PFMA, and Treasury prescripts
- Execute executive oversight over Supply Chain Management financial governance and procurement risk management
- Lead financial oversight for movable and immovable assets, including maintenance budgets, lease commitments, and capital works expenditure
- Establish and monitor internal control systems to prevent unauthorized, irregular, fruitless, and wasteful expenditure
- Coordinate responses to Auditor-General findings and drive the implementation of audit action plans to achieve clean audit outcomes
- Manage the Finance Branch including performance management, mentoring, and succession planning.
