Minimum Qualification

Bachelor's Degree or Advanced Diploma (NQF Level 7) in Accounting, Financial Management, Commerce, or Economics

Experience Required

10 years relevant (5 years at SMS level) in financial management

Required Competencies & Skills

  • Expert knowledge of the Public Finance Management Act (PFMA), Treasury Regulations, and GRAP
  • Proven strategic capability and leadership at an executive management level
  • Advanced financial analytical skills and public sector governance proficiency
  • Sound knowledge of GIAMA (Government Immovable Asset Management Act)
  • Mastery of service delivery innovation and change management
  • High-level communication and stakeholder management abilities.

Requirements

  • Minimum of ten (10) years' relevant experience in financial management and public sector financial administration
  • At least five (5) years must be at a Senior Managerial Level
  • Extensive experience within a Public Works, Infrastructure, Property Management, or related built-environment portfolio is strongly required.

Key Responsibilities & Duties

  • Provide strategic leadership on all departmental financial management matters, ensuring alignment with provincial and national priorities
  • Oversee the preparation and implementation of the departmental budget, including MTEF, cash flow projections, and in-year monitoring
  • Ensure accurate and timely financial reporting in compliance with GRAP, PFMA, and Treasury prescripts
  • Execute executive oversight over Supply Chain Management financial governance and procurement risk management
  • Lead financial oversight for movable and immovable assets, including maintenance budgets, lease commitments, and capital works expenditure
  • Establish and monitor internal control systems to prevent unauthorized, irregular, fruitless, and wasteful expenditure
  • Coordinate responses to Auditor-General findings and drive the implementation of audit action plans to achieve clean audit outcomes
  • Manage the Finance Branch including performance management, mentoring, and succession planning.

Salary Detail

Remunaration

R1494900 per annum (Level 14), (all-inclusive package). The remuneration package consists of a basic salary (70%), the Employer contribution to the Government Employee Pension Fund and flexible portion, which may be structured in terms of the rules for the structuring of the flexible portion and which may include 13th cheque, motor car allowance, home owner's Allowance, And Medical Aid Assistance.
