Minimum Qualification

  • NQF Level 7 in Public Management, Environmental Management, or Social Sciences
  • SMS Pre-entry Certificate (Nyukela)

Experience Required

5 years in a Disaster Management Environment as well as an SMS Pre

  • Expert knowledge of Disaster Management Act and National Disaster Management Framework
  • Proficiency in Climate Change adaptation and mitigation strategies
  • Advanced project management and financial management (PFMA) skills
  • High-level diplomacy and communication skills for multi-stakeholder and international engagement
  • Strategic leadership, team development, and complex problem-solving abilities
  • Knowledge of Local Government legislation and Public Service regulations
  • Proficiency in MS Office and disaster information management systems

Requirements

  • Minimum of 5 years experience at Senior Management level (SMS) specifically within a Disaster Management environment
  • Valid Driver's Licence

Key Responsibilities & Duties

  • Strategic oversight and management of the Provincial Disaster Management system in KwaZulu-Natal
  • Lead the provincial implementation of the Disaster Management Act (Act 57 of 2002) and the Fire Brigade Services Act
  • Institutionalize an integrated and uniform disaster management framework across all provincial departments and municipalities
  • Establish and manage capacity-building mechanisms for fire, rescue, and disaster services within local government structures
  • Monitor and evaluate the effectiveness of provincial disaster response and fire services
  • Drive the development of provincial policies, standard operating procedures, and long-term disaster risk reduction strategies
  • Manage the high-level human, financial, and technological resources of the Provincial Disaster Management Centre (PDMC)
  • Facilitate intergovernmental relations and partnerships with NGOs, the private sector, and international disaster relief organizations
