Minimum Qualification

NQF 7 Bachelor's Degree in Public Management, Social Science, Developmental Studies or equivalent qualification

Experience Required

5 years senior management in evaluating performance within the public service

Required Competencies & Skills

  • Deep understanding of the Civilian Oversight for Police Service Act and SAPS Act
  • Expert knowledge of Crime Prevention Policy Practices and the National Crime Prevention Strategy
  • High-level strategic direction and change management capabilities
  • Proficiency in Public Finance Management Act (PFMA) and Public Service Act compliance
  • Ability to analyze SAPS performance against ministerial priorities and budget utilization
  • Advanced monitoring and evaluation skills.

Requirements

  • Minimum of five (5) years' experience at a senior managerial level
  • Extensive experience in monitoring and evaluating performance within the public service, specifically related to policing or law enforcement
  • Proven track record in providing high-level reports on safety and security issues.

Key Responsibilities & Duties

  • Lead the provision of research, information analysis, and conceptualization services for the Provincial Secretariat
  • Oversee the monitoring and evaluation of service delivery across all police units in the Free State
  • Resolve complaints regarding police service delivery in coordination with the Provincial SAPS Commissioner
  • Manage the development and maintenance of community safety structures
  • Represent the Provincial Secretariat within the Justice, Crime Prevention and Security (JCPS) Cluster
  • Develop strategies to monitor and evaluate police conduct, transformation, and compliance with the Domestic Violence Act
  • Facilitate stakeholder relationships between Civil Society, SAPS, and government departments
  • Ensure efficient strategic financial management and resource allocation within the Chief Directorate.

Salary Detail

Remunaration

R1494900 per annum (Level 14), (An all-inclusive remuneration package). The remuneration package consists of the basic salary (70% of the package) and a flexible portion of 30% that may be structured in terms of the applicable rules which includes Government's contribution to the Government Employee Pension Fund - 13% of the basic salary and flexible portion which may be structured in terms of the rules for the structuring of the flexible portion and which include a 13th cheque, motor car allowance, home owner's allowance and medical aid assistance. The successful candidate will be required to enter into a performance agreement within three months after assumption of duty.
