- Proficiency in the Basic Accounting System (BAS) and SCOA (Standard Chart of Accounts)
- Technical expertise in Financial Management and Municipal Revenue Management
- Advanced MS Excel skills for financial modeling and reporting
- Strong coordination, planning, and organizational skills
- Ability to lead teams and manage diversity within the workplace
- Valid driver's license for district travel.
Requirements
Key Responsibilities & Duties
- Facilitate and manage comprehensive financial planning and budgeting processes for the department
- Compile detailed budget estimates and ensure alignment with Strategic and Annual Performance Plans (APP)
- Monitor expenditure trends against allocated budgets and provide strategic advice on budget-related matters
- Verify fund availability prior to procurement of goods and services to prevent unauthorized expenditure
- Ensure accurate Standard Chart of Accounts (SCOA) allocations on all payment packs and documents
- Perform budget costing for operational requirements in Districts based on actual expenditure trends
- Balance final budget allocations on the Basic Accounting System (BAS)
- Authorize journal entries for erroneous allocations and manage quarterly budget inputs
- Provide regular alerts to District Managers regarding over or under-expenditure trends
- Facilitate training for finance functionaries within the districts on financial processes and SCOA allocations
- Ensure all financial documents and control reports are audit-compliant.
