The 25th edition of the Global Symposium for Regulators GSR took place in Riyadh, Saudi Arabia, from September 1 to 3, 2025, bringing together regulators, policymakers, and industry leaders from across the world to reflect on the future of digital governance.
Organized by the International Telecommunication Union ITU and hosted by Saudi Arabia's electronic communications regulator, the event focused on how regulation must evolve to address rapid technological developments, including emerging technologies and fintech. Participants stressed the need for regulators to act not only as industry arbiters but also as architects of digital transformation, calling for greater policy harmonization, agility, and international cooperation.
Senegal's delegation, led by the Director General of the Autorite de Regulation des Telecommunications et des Postes ARTP , took part in the high-level discussions and bilateral meetings. The Director General held talks with ITU leaders, including Acting Secretary-General Martin Bogdan, as well as former ITU Secretaries-General Hamadoun Toure and Houlin Zhao. Engagements also included exchanges with members of the Francophone Telecommunication Regulators Network FRATEL and other global regulatory authorities.
