At GITEX GLOBAL 2025, Huawei launched the GovTech1.0 Framework, a comprehensive strategic blueprint designed to guide governments in their digital and intelligent transformation journeys. The new framework reflects Huawei's latest insights and global practices for enabling efficient, data-driven, and AI-powered public sector modernization.
The announcement was led by Allen Tang, President of Huawei's Middle East Central Asia ICT Marketing Solution Sales Department, who highlighted how the framework integrates cutting-edge technologies to help governments achieve smarter governance and deliver improved public services. He also introduced Huawei's Global Digitalization Intelligence Index GDII - developed in collaboration with IDC and GSMA Intelligence - to benchmark digital economy development across 90 countries. The index measures progress in areas such as data creation, transfer, processing, and application, as well as digital energy, policy, and talent ecosystems, offering a valuable tool for shaping future investment and innovation strategies.
With more than 170 countries now pursuing digital strategies, Huawei emphasized that governments in regions like the Middle East and Central Asia are advancing rapidly in their digital transformations. Nations such as Saudi Arabia, the UAE, and Kazakhstan were cited as regional leaders, demonstrating how sustained investment in digital governance and data infrastructure can enhance service delivery and national competitiveness.
