Multinational oil service company Halliburton has announced an open call for Expressions of Interest (EOI) from eligible local companies in Africa to supply goods and services across the oil and gas industry.
Following the EOI submissions, a competitive bidding process will determine the selection of preferred and alternative suppliers.
The move will enhance the participation of African-based companies and service providers, demonstrating the significant role that international companies can play in promoting local content even in countries without dedicated local content laws, the African Energy Chamber said in a statement, as it welcomed the news.
The EOI covers a wide range of categories essential to oil and gas operations, such as machine repair and operation tools, oil and lubricants, lifting materials and accessories, welding and fabrication, calibration, certification and fuel. This initiative not only boosts local participation but also strengthens supplier diversity.
In addition to core oil and gas services, the EOI includes associated support services such as car rentals, medical clinics, security services, IT hardware, and much more.
In Namibia, Halliburton secured a contract in 2024 for a deepwater multi-well construction project in Block 2914A, set to begin in Q4 2024. Despite Namibias local content policy still being in the draft phase, Halliburton has demonstrated a commitment to local content development, providing a model for Namibians to form joint ventures with multinational companies, ensuring local content remains central to industry growth, the council said.
In March 2023, Halliburton returned to Libya, winning a US$1,4 billion contract with Honeywell to develop oilfields and a refinery for the countrys National Oil Corporation. Halliburton also secured nine contracts from Woodside Energy for offshore oil and gas activities in Senegal, playing a crucial role in the first phase of the Sangomar Oilfield Development, which is set to commence production soon. These contracts have generated employment opportunities in Senegals oil and gas industry and fostered collaboration with local service providers. In Nigeria, Halliburton won a US$300 million deal with Shell Petroleum
Development Company of Nigeria for a major offshore gas project, and in 2023, a Halliburton Nigeria production facility reached its 10-million-barrel milestone. These achievements underscore Halliburtons commitment to local content, creating fruitful opportunities for local communities.
