South Africa's planned overhaul of its vehicle registration and licensing system has hit an unexpected snag, with authorities confirming that the new requirements, originally set to take effect on 1 November 2025, have been postponed.
The sweeping reforms, part of the National Road Traffic Act's updated regulations, were designed to tighten licensing protocols nationwide, demanding certified identification for all vehicle-related transactions. However, the rollout has been halted after the City of Cape Town raised concerns over several unclear provisions.
Among the key issues was the requirement for motorists to submit certified copies of their identification, as per Business Tech . The rule initially demanded that all drivers present certified IDs at licensing offices, but a partial exemption was later granted. Motorists who receive an SMS reminder from recognised authorities, such as the Road Traffic Management Corporation, would not need to provide a certified copy.
